Minutes of the 61th meeting of the Canadian National Committee of URSI

The meeting was held on 3 June 2002 at NRC's Sussex building

The CNC meeting started at 9h am.

01.     Welcome and introductory remarks
========================================
   Y. Antar, CNC Chair, welcomed all participants and thanked 
   J. Vallee for the logistical details of this meeting.

02.     Approval of the Agenda
==============================
   The Chair asked for any change to the agenda.  
   One member asks to add a new item (16.5 - Comm. E replacement).
   P. Wittke and F. Prato moved for the approval of the agenda. Agreed.

03.	Approval of the Minutes of the 60th Meeting 
===============================================
   The Chair asked for any change to the minutes. No change.
   Y. Antar and W. Krzymien moved that the Minutes be approved. Agreed.

04.   Acting treasurer's report
============================

04.1	NRC HIA [Hesser] fund for CNC's annual mtg  
    NRC-HIA/DGO in Victoria pays all the travels of the CNC members attending
    the CNC annual meeting, amounting to a total of $9,023.26 in 2000 May. 
    J. Vallee handed out the NRC Expense Claim Forms.

04.2    NRC CNC [Vallee] trust fund for seed/promotion  
    NRC-CNC Trust Fund held in Victoria was standing at $22,303.81 in 2002 May. 
    J. Vallee explained the entries and exits in the last 12 months.

04.3    NRC CS [Jorjani] fund for HQ 
    NRC-CorpServ/International in Ottawa pays about $11000 to URSI/Belgium 
    for the canadian contribution to the URSI Headquarters.

04.4    Other NRC contributions
    NB: total available for items above: $42,327.07 from NRC for URSI matters.

    In addition: 
   -NRC-HIA in Victoria pays for the NRC staff involved in the CNC.
   -NRC-CorpServ-International in Ottawa contributes towards the travel of 
      each of 8 voting delegates at the URSI GA, excluding government members.
   -NRC-ConfServ in Ottawa is often involved in mtgs, and absorbs any deficit.

05.	Canadian URSI Membership lists 
======================================
   Each CNC member updates his commission's list. Canadian membership is open
   to anyone interested, is active, and who publishes (no election). 
   J. Vallee to query each CMC member on this issue.

   In the USA, members have to be elected in order to be on the USA lists.


06.     Chair's report: USNC Boulder mtg; ANTEM best student paper award (Antar)
====================================================================
       Y.Antar attended the 2002 Jan. mtg of USNC in Boulder, and URSI Comm. B
   meeting in Boston in 2002. The USNC voted in favour of a IEEE.APS mtg 
   in Ottawa in 2007. 
       The expense of $500 for best student paper award was voted
   for the 2002 July Calgary 'Wireless' mtg, proposed by W.Krzymien and Y.Antar.
       The expense of $500 for best student paper award was voted
   for the 2002 July Montreal 'ANTEM' mtg, proposed by Y.Antar and W.Krzymien.

      -$500 cheque from CNC trust account sent to B-L Cheung - Wireless2002
      -$500 cheque from CNC trust account sent to Radu Curiac - ANTEM 2002 
 
07.     Report from the last URSI Board meeting (Wittke)
=======================================================
       Among the highlights, the URSI Board voted to discontinue 
   "Review of Radio  Science" [subsumed into the Radio Science Bulletin].
   

08.     Letter of support:  CRC (James)  
=======================================
       See the document attached with the Agenda.  
    It is suggested here that CRC could establish some graduate research
    scholarships.  The CNC is receptive to writing a Letter of support.
    

09.     Short 5min Reports (one from each CNC commission representative)
==========================================================================
       Each CNC member spoke about on-going activities & developments in their 
    field.  Some concerns expressed were outside the purview of the CNC mandate.
    See handouts given at the meeting.


10.	URSI-Comm.B Symposium on EM Theory in Victoria, May 2001 (Antar)
=========================================================
       There were no financial profit for this meeting. The attendance
    was 2/3 of expectations. As per the contract, NRC ConfServ absorbed 
    the deficit.


11.     URSI-GA in Maastricht, Aug. 2002 (Antar)
=========================================================
       Y.Antar will contact Hamid Jorjani, about NRC recommendations.

    **** Note added on 2002 Sept. [from Y.Antar to H.Jorjani]: 
         Dr. Paul Wittke was re-elected to the URSI Board as Vice-President. 
         Dr. Frank Prato (London,Ont) was elected Vice-Chair of URSI Comm. K.  
         Dr. L. Shafai (Manitoba) was elected Vice-Chair of URSI Comm.B. 
         Next URSI AGA to be on 2005 Oct.22-29 in Delhi, India.

12.     URSI.NARS/IEEE.APS mtg in Columbus, June 2003 (Antar)
=========================================================
       Y.Antar expressed the need for more canadian involvement to this
    meeting.


13.	URSI.NARS/IEEE.APS mtg in Ottawa, July 2007 (Antar/Roy)
=========================================================
       L.Roy informed us about the potential organisers for this mtg.
    He predicts a 32% profit margin, on potential revenues of $621 000.

14.	Candidatures for URSI Medals & URSI positions (Antar)
=============================================================
      The URSI Booker Gold Medal went to a canadian (Simon Haykin/McMaster) 
    for "significant and fundamental contributions to adaptive signal
     processing...".


15.	Sponsorship of URSI CNC (Antar)
========================================
      The CNC membership does not favour the creation of a "Canadian
    Society of Radio Science". 

      The CNC would prefer to work with canadian chapters of IEEE 
    (ANTEM, Wireless, APS) in order to foster international meetings 
    within canadian borders.


16.     Individual URSI membership versus URSI Correspondents (Antar)
====================================================================
       The CNC prefers Model II among the models proposed by URSI. 
    Each CNC would  decide on the criteria to become URSI Scientist.
    J.Vallee will contact URSI HQ and get the names of Canadian members.

16.5    Commission E replacement (Antar)
========================================
       Chris Trueman (ConcordiaU/Montreal, Comm. E) resigned as CNC member.
    CNC recommends Benoit Nadeau. Benoit will be contacted by the CNC Chair,
    and the CNC recommendation passed on the the HIA DG.

17.	Other businesses (Antar)
==================================
      There was a discussion about an electronic newsletter for URSI 
   Canadian members, edited by one CNC member.
   S. Mishra asked for written contribution in the last year, and got only one.
   He asked again for contributions, to be received in the coming months.
   Translation was seen as no problem, with Y. Antar asking help from H.Jorjani.


18.	Tentative Date and Place for the next URSI CNC meeting (Vallee)
===================================================================
      There was a suggested or pencilled-in date for Ottawa in the Spring.

   **** Note added on 2003 March 12: CNC mtg date will be 2003 April 28.


   Y.Antar thanked all members present for their work on the CNC. 

   J. Vallee thanked all members on behalf of NRC-HIA for helping Radio 
   Science in Canada, and encouraged them to fill the NRC Travel Claim Forms
   and to send them to him in Victoria.

   The CNC meeting ended at 16:45 h.
