05.     Acting Treasurer's report
=================================
       a. NRC HIA fund [Fahlman] for travels to CNC's annual mtg:  NRC-HIA 
    Victoria paid the travels of the CNC members attending the CNC annual 
    meeting on 2008 April 20 in Montreal, Que. amounting to a total of $3 900.
    NRC Travel Expense Claim Forms for this year's meeting were sent by email.

        b. NRC CNC trust fund [Vallee]

    *** Goals - this trust fund is used for startup money for future conference
    partnerships, seed money for conference center reservations, 
    travel to decision meetings, student awards, promotional efforts, etc.
 
    Sadly, new NRC accounting rules for the CNC trust fund were imposed in the 
    last 12 months (full closure on 31 March, no advance reservation of 
    conference centers beyond current fiscal year, no upfront money for a 
    business contract, no student honorarium for conference awards, etc). 
    NRC HIA is bound by federal regulations that URSI CNC, using a 
    non-Government entity, would not be subject to.
 
    The URSI CNC trust acount held at NRC HIA in Victoria, which was re-created 
    in 1998 September, was closed on 2009 Feb.  Over its 11 years, it collected
    $77 435, disbursed $48 169,  and the remainder of $29 266 was 
    sent to LHRI in care of Brenda Dubois. 
    The URSI CNC trust account held at ANTEM in Winnipeg, which was created
    in 2008 April, was closed on 2009 March.  Over its 1 year, it collected
    $55 885, disbursed $20 000, and the remainder of $35 885 was
    sent to LHRI in care of Brenda Dubois. 
    The URSI CNC trust account held at LHRI in London, which was created
    in 2009 February, has the total of $29 266 and $35 885 as explained above.

        c. NRC CorpServ fund [Pinard] for the URSI HQ in Belgium
    NRC-CorpServ in Ottawa has paid 7960 Euros [about $12,600] to URSI
    Headquarters in Belgium for the annual canadian contribution
    [representing 8 URSI votes for Canada at the GA].

        d. Sum and other NRC contributions
   -The sum for the items (a,b,c) is $81 651 for URSI matters [as of 1 April].
   -In addition, NRC-HIA in Victoria pays for the staff involved in 
      CNC activities, annual meeting, maintaining trust fund, managerial web 
      site, annual review for CISET, student certificates, etc.
   -NRC-CorpServ in Ottawa contributes towards the travel of 1 voting 
      delegate at the URSI GA [excluding federal government members].


06.	Canadian URSI Membership lists, by Commissions
======================================================

   Dr. Vallee noted that current lists were sent to CNC members on 2009 May 6.
   Each CNC member updates his Cdn commission's list. 
   There is no election and no fee for memberships on these lists. 

   People can seek commission membership; these conditions were approved:
   -Canadians who still publish research or work in industry in these fields
   -must be based in Canada (excepted for past Canadians outside Canada)
   -students in Canada (must have a reference; approved by commission Chair)
   -emeritus status (approval by CNC commission Chair)
  

07. Annual Performance Review
=============================

    Dr. Vallee explained the CNC Annual Performance Report, as sent to NRC
    CISET in January 2009 [23 pages]. This was the second annual report, 
    the first one having been sent in Febr. 2008 [20 pages]. 

    Dr. Prato noted that our CNC is one of the best that were ranked
    by NRC CISET. He noted that NRC CISET has only $400 000 to spend on
    about 33 CNCs, the same amount each year; but he noted that
    the fees raised by the international organizations rise each year.

    The CNC is in agreement with the "Thank you" letter sent by Dr. Antar
    to the NRC HIA Director General Dr Fahlman on 2009 May 7.
    In it, Dr. Antar noted that CNC and the scientific community served need
    the support of NRC and HIA and hoped that this support will continue in
    the future.


08.     Chair's report 
======================

   Dr Prato noted the revitalisation of the CNC memberships, and of the
   new trust account. He expects the same when the public web site comes up.
   
   Dr. Sujeet Chaudhuri reported on May 9 that the $15 000 cheque received
   from URSI CNC forms the foundation of the Canadian account APS/URSI-2010.
   Preparations for the Toronto 2010 conference are progressing well.

   Dr. Dean McNeill reported on May 10 on the creation and progress of the 
   CNC's public web site, following the receipt of the CNC's $4 500 cheque.
   Software is in place to permit each commission chair to enter and
   administer their own information on the site; still to complete are
   tasks for mailing list management for each commission, and user management
   by commission chairs.

   He noted that Dr Yahia Antar was elected Vice-President of URSI,
   and was the "CNC Official Delegate" at the URSI GA in Chicago in 2008.

   The CNC thanked Dr Prato for his detailed report and for his work 
   in the last months.


09.   Short 5min reports (one from each CNC commission representative)

     Each CNC member spoke about on-going activities & developments in their 
  field.  Some concerns expressed were outside the purview of the CNC mandate.

     Each commission representative should try to disseminate, to the Cdn 
  members of their own commission, the information about URSI & meetings. 


  * Summary of report received from Al Freundorfer (A):

    Things done in Commission A in the past year: 
   -email membership list about; MEASUREMENT 2009 - 7th International 
    Conference on Measurement (this aided in updating the membership list.)
   -URSI Student Award for Chicago AGM
   -emailed  membership list about Chicago.AGM 
   -Prof Antar represented Canada Commission A at Chicago.AGM
   -2010 IEEE APS/URSI Call-For-Papers as Chair of the CNC/URSI commission A.

  * Summary of report received from Aldo Petosa (B):

   -XXIX URSI General Assembly (Chicago, 2008)
    (a) Co-Chair of Commission B Poster Session. Was co-chair of the Poster 
   Session for Commission B, along with Prof. David Jackson from the USNC. 
   With the help of Prof. Lot Shafai, we were responsible for reviewing and 
   categorizing 160 papers.
    (b) CNC Student Paper Competition.  Organized a Canada-wide student paper 
   competition to encourage participation in the URSI General Assembly. 10 
   student papers were submitted for this competition, of which 5 were selected
   to receive awards. Dr. Vallee prepared the certificates and notified the 5 
   winners. The awards also included travel reimbursements of up to $1,000 for 
   the winning students who attended the General Assembly.
    (c) Young Scientist Award. Acted as one of the judges for the 15 Canadian 
   entries for the URSI Young Scientist Award. Six young scientists from Canada 
   were chosen for the Young Scientist Award.

   -IEEE APS/ URSI USCN/CNC Toronto 2010
   As Co-chair of Publicity in the IEEE/URSI 2010 Steering Committee for this 
   conference, helped in preparing publications to advertise the upcoming joint
   IEEE/URSI meeting to be held July 2010 in Toronto.

   - ANTEM/URSI 2009 (Banff, 2009)
   Organized the final judging of the Student Paper competition held at the 
   ANTEM/URSI conference in February 2009 in Banff. One student was awarded a
   CNC/URSI prize for $500.


  * Summary of the report received from Charles Despins (C):

   -Commission C efforts have been focused on attracting internationally 
   recognized events to Canada for the benefit of the Canadian research 
   community but also to use such events in order to raise the profile of URSI 
   within this community. The upcoming public URSI Canada web site will provide
   an invaluable tool to do this and to provide the commission Chairs with input
   from their own community in terms of URSI-relevant activities. The two 
   following events will also serve to raise the profile of URSI.

   - Efforts are on-going to bring a major IEEE conference (with Commission C 
   related themes) to Canada through which URSI could gain visibility as a 
   sponsor and/or coorganizer (i.e. the CNC). Two potential targets are the 
   IEEE International Conference on Communications (ICC) and the IEEE Wireless 
   Communications and Networking Conference (WCNC). WCNC is smaller than ICC 
   but still significant (1000 attendees) and more focused on URSI's interest 
   group. The Commission C Chair is currently interfacing with IEEE to bring 
   WCNC to Canada within two to three years (2011 or 2012). Further developments
   are expected on a commitment and a date for the event in the late fall of 
   2009.

   -The impact of information and communications technologies (ICT) on climate
   change is substantial both in negative terms as an increasingly large source 
   of greenhouse gas emissions and in positive terms as a provider of solutions
   to reduce GHG emissions through the all-pervasive use of ICT. Radio science 
   is an important component of ICT and as such, Green Radio is based on 
   improved energy efficiency, life-cycle management as well as disaster relief 
   and prevention activities. ITU-T has started to mobilize the international 
   community to achieve these goals. Efforts are now on-going to bring to 
   Canada an ITU climate change event in 2010, either in the fall or spring. 
   This theme could notably be of interest to a number of URSI commissions, 
   not only commission C.

  * Summary of the report received from Christophe Caloz (D):

   -URSI GA 2008
   Organization of a joint Commission-B / Commission-D special session: 
   "Physical Limitations of Electromagnetic Metamaterials", with Ari Sihvola, 
   Arthur Yaghjian (both of Commission-B)

   -Participation to a full-day course "Metamaterials and Applications," 
   including two presentations by CNC-URSI members, C. Caloz and G.V. 
   Eleftheriades.

  * Summary of report received from Lot Shafai (E):

   -The main event in 2008-2009 was the XXIX General Assembly of the URSI which
   was held in Chicago, Illinois, USA, from August 07-16, 2008. The Commission
   E Business Meeting at the GA, Chaired by Prof. Canavero, was attended by 
   Joe LoVetri as the CNC delegate. Two important decisions made at that 
   meeting were:
   (a) Prof van Deursen was elected as ViceChair for the next three-year period.
   (b) A new title of the Commission was suggested and put forward to the 
   Council. The new title accepted by the Council is "Electromagnetic   
   Environment and Interference".

   -A joint session between commissions K B and E entitled Biomedical 
   Applications: Microwave Breast Imaging was organised at the GA by Joe 
   LoVetri and Susan Hagness. The session consisted of 10 invited papers that 
   dealt with electromagnetic (and hybrid-electromagnetic) imaging systems 
   using microwave frequencies for breast imaging and the detection /
   identification of breast tumors.

  * Summary of report received from Cesar Amaya (F):

   Major Comm F activities:
   -1) Review of papers for a number of URSI-sponsored conferences.
   -2) There was a attempt to bridge Comm F activities with remote sensing  
   activities in Canada via an URSI student prize at the Canadian Remote  
   Sensing Symposium.  A prize was given out in 2007, but nothing since.   
   It turns out to be a difficult task to transfer money to the student  
   from a government account.
   -3) Promotion of URSI activities within the Canadian Remote Sensing Society.

  * Summary of report received from Alexandre Koustov (G + H):

   -Over the last year, the G and H Commission communities were doing well. 
   The overall research funding has been stable for a number of previous years.
   Surely, everyone is a bit concerned about the ongoing changes at NSERC 
   (first of all, the Discovery Grant program). We had quite a debate over 
   e-mail last summer, ended with a meeting of the community representatives in 
   July (Montreal, during COSPAR-2008 Assembly). Many, including recent 
   retirees, continue research aggressively with ongoing NSERC and CSA support.
   We lost several researchers in Calgary, Edmonton and Saskatoon, but most of 
   them were replaced with new ones. 

   -New members:
   U of New Brunswick: Dr. Dmitri Pokhotelov, from the US/Australia
   U of S: Dr. Pavlo Ponomaranko, from Australia/Ukraine Dr. Chad Bryant, 
   newly grad from the U of Calgary
   U of C: Dr. Jun Liang, from CSA/Montreal
   CSA: Dr. J. Ma, newly grad from the U of S 
   NRCAN geomagnetic lab, Ottawa: Research Scientist R. Fiori 
   Corrections of the G/H lists with full addresses of new people will be 
   updated in coming several weeks.

   -The G and H communities are involved in a number of satellite and 
   ground-based multi-national long-term experiments with significant radio 
   component. Examples of space-based projects are e-POP mission funded by the 
   CSA (radio propagation, irregularities, effects of ionosphere modification),
   SWARM under the ESA leadership (plasma drift measurements), and ORBITALS in 
   cooperation with the USA researchers (radiation belt physics) expected to be
   funded in near future. New ground-based experiments are CHAIN - high Arctic 
   network of ionosondes (meas the ionosphere), and optical imagers. This 
   experiment is led by the U of New Brunswick. CFI proposal for the 
   construction of modern incoherent scatter radar at Resolute Bay has been 
   submitted (led by the U of C). The outcome is expected in June. Positive 
   decision would provide Canadians high visibility of scientific activities in 
   the Canadian sector of Artic.  

   -URSI GA in Chicago went quite well.  Overall, 22 presentations were made by
   members of the Commissions G and H. Among these are 3 graduate student 
   papers. R. Fiori (U of S) was among winners of the International student 
   competition.  New International chairs were elected. They are Michael 
   Rietveld (EISCAT Scientific Association, Norway) for Commission G and Ondrej 
   Santolik (Institute of Atmospheric Physics and Charles U, Czech Republic) 
   for Commission H. Dr. Rietveld has been very active since then, made 
   international e-mail list of the Commission G members, sends regularly 
   information on upcoming meetings and informs on various events activities.  

   -Many Canadian G/H members participated in a series of national Meetings in 
   Banff, AB, last February: Canadian Geospace Monitoring meeting (CGSM), 
   Division of Aeronomy and Space Physics (DASP) annual meeting under Canadian
   Association of Physicists umbrella and CSA Space Science workshop to develop
   plans for next 10 years. Grad students were supported by the CSA so that 
   many students from across the country were able to come and make lots of 
   presentations (talks, posters). Students got organized in a grad student
   informal organization whose goal is networking and promoting science they 
   are doing in respective institutions. U of Alberta was able to bring even
   several undergrads.

   -Future looks very positive for the communities. Change of the generations 
   is going on and it is going fairly smoothly. We are looking forward for 
   Toronto URSI 2010.

  * Summary of report received from Andrew Gray (J):

    NDLR: in view of the rather long report, the CNC recommended that it
   be sent to Radio Science Bulletin. It will also appear on the URSI CNC 
   managerial web site.

  * Summary of report received from Elise Fear, with help from Frank Prato (K):

   -As Frank Prato served as both our Canadian Commission K representative on 
   our CNC and also chair of Commission K for URSI, much of his contributions
   were to raise the level of Canadian participation at the 29th Gen. Ass. of 
   URSI held in Chicago August 7-16, 2008. There were 134 Commission K 
   presentations in 13 oral and two poster sessions and one commission K 
   tutorial. Canadian participation was significant including 6 chairs of 
   sessions, 6 invited presentations and 16 presentations overall. In addition 
   the Commission K tutorial was also given by a Canadian.

   -Frank Prato also authored, with Bernard Veyret of France, Commission K 
   "Emerging Issues" document and Frank Prato will serve, over the next 
   triennium, on the URSI Long Range Planning Committee. Also as Commission K
   chair for URSI, Frank Prato expanded the terms of reference for the 
   Commission where in the frequency range for Medical applications was changed
   from "static to terahertz" to "static to optical". This will allow optical 
   imaging, in which Canada is a leader, to be "officially" part of the URSI 
   program.

   -Also Canadian URSI members have participated as abstract reviews and 
   session chairs for the June 2009 Bioelectromagnetics meeting to be held in
   Switzerland. Recently Frank Prato gave an invited lecture at the 5th 
   International EMF Seminar in China April 16-19, 2009 in Hangzhou. Frank 
   Prato is also on the Japanese AP-RASC'10 (2010 Asia-Pacific Radio Science 
   Conference) International Steering Committee which will take place in Toyama
   Japan September 22-25, 2010.
 
   -As Frank Prato had stepped down as Commission K representative on the CNC 
   he is particularly pleased that Dr Elise Fear from Calgary has agreed to 
   join the CNC as Canada's commission K representative. Dr Fear's interest in 
   imaging will help guide URSI into directions of importance for Canada.

   -The 2009 ANTEM meeting was held in Banff, and included a session on 
   "Medical Applications of Electromagnetic Fields."  This session was 
   co-organized by Profs. Maria Stuchly (Canadian Commission K member) and 
   Paul Meaney.  Paper presentations included 4 contributions from Canadian
   commission K members. There were a total of 10 papers in the biomedical
   session.  


10. Past radio conferences
===============================================================
   a. URSI GA08, Chicago August 2008. Dr. Antar reported that 1037 members
    attended the GA. The URSI annual dues will be linked to the US inflation. 
    The URSI CNC had 3 members in attendance. Canada was awarded 6 Young
    Scientist Awards, and URSI CNC sponsored 5 CNC awards at $5000 each.
    Dr. Antar was elected as Vice-President of URSI. The next GA will be held
    in Istanbul Turkey in August 2011.

   b. URSI International Board Meeting, April 2009. Dr. Antar attended as 
    URSI V-P. Various concerns were raised: the length of the AGA, the Long
    Term Plan, the URSI web site, White papers, etc.
    

11. Future radio conferences
===============================================================
   a.  Toronto 2010 IEEE-APS/URSI CNC/URSI US-NC internat. symp.
     URSI CNC sent $15 000 to Dr. Sujeet Chaudhuri as Cdn contribution.
     Profit will be splitted between IEEE and URSI (USA and Cdn).

   b. Ottawa, July 2010 ANTEM-AMEREM. Dr. Shafai explained this conference.
     Dr. Shafai then asked whether URSI and ANTEM could join forces in future 
     ANTEM conferences. There will be an ANTEM conference in 2012; should it 
     be done with URSI (same place, same time, but joint or separate sessions)?
     Dr. Antar proposed, seconded by Dr. Petosa, that the CNC should explore
     a participation in ANTEM in 2012. Unanimous.

   c. Canada 2015 IEEE APS & Joint NARS meeting. Dr. Shafai noted possible 
     Cdn Western locations.
 

12.	Candidatures for URSI Medals & URSI positions 
===============================================================
      None up for this year. In 2009, many URSI medals went to the USA.

    
13.     CNC student awards 
===============================================================
     In 2003 April, the CNC agreed that such student awards should be for:
     -work done in Canada
     -conference held in Canada
     -student must be at a Canadian university

     The CNC Award consists of a Certificate, as well as the amount stated.
     Since the inception of CNC awards for best student
     presentation, the CNC trust fund in Victoria has granted $16 300 to 
     37 students as follows:
     - 2000 Aug. - ANTEM Winnipeg - $500 to A. Grbic 
     - 2002 Aug. - ANTEM Montreal - $500 to R. Curiac 
     - 2002 Aug. - WIRELESS Calgary - $500 to G. Cheung
     - 2004 Aug. - ANTEM Winnipeg - $500 to M. Heshmatzadeh
     - 2004 June - CASCA Winnipeg - $250 to M. Livingstone & $250 to K. Douglas
     - 2006 Aug. - ANTEM Montreal - $500 to J. Schwartz

     - 2007 July - URSI-NARS Ottawa - $6 000 awards ($300 each to 20 students)

     The new CNC trust fund in London will give student awards as follows:

    * A $500 URSI CNC award was proposed by Shafai, seconded by Petosa,
    for the best Cdn-based student paper at the 
    ANTEM-AMEREM conference in Ottawa in 2010 July.  Agreed.
   
    * A $500 URSI CNC award was proposed by Fear, seconded by Shafai,
    for the best Cdn-based student paper at the 
    IEEE Canadian conference on Electronic & Computer Engineering in
    Calgary in 2010 May.  Agreed.
    
    In 2010 January, CNC will announce whether CNC will have some student 
    awards for the Toronto 2010 IEEE-APS/URSI CNC/URSI US-NC internat. symp.


14.     New CNC appointments or reappointments
===============================================================

    Comm. D: it was proposed by Prato, seconded by Despins, to ask HIA
    to extend Christophe Caloz's term for 3 years, to 28 Feb. 2013.

    There were considerable discussions, relating to the promotion of 
   Radio Science in Canada, and how to publicize our activities within our 
   community. 

    ACTION 1. A URSI Workshop around the CNC annual meeting was discussed.
    Frank proposed, seconded by Christophe, to explore the incorporation at 
    our next CNC annual meeting of a Highly Qualitied Personel event. 
    Unanimous. Action 1 Group Volunteers: Elise, Christophe, Frank.

    ACTION 2. A formal letter to NSERC for student support was discussed.
    Charles proposed, seconded by Lot, to solicit continuous NSERC support 
    for URSI in Canada for graduate students, and Highly Qualified Personnel. 
    Unanimous. Action 2 Group Volunteers: Yahia, Charles, Lot.

    ACTION 3. A URSI-Canada Fellowship (with Certificate, forever) was 
    discussed. Lot proposed, seconded by Frank, that CNC establishes a 
    URSI-Canada Fellowship based on outstanding research contributions. 
    Unanimous. Action 3 Group Volunteers: Aldo, Al, Andrew, Cesar. 

 
16.	Other business
==============================
     Dr Antar started a discussion on whether we should invite at our next CNC 
    meeting the organizers of the Toronto 2010 NARS conference. Given the 
    unanimous understanding, Dr Antar will then invite Dr. George Eleftheriades 
    (using his own conference travel fund).

     
17.	Tentative Date and Place for the next URSI CNC meeting (Vallee)

      There was a suggested or pencilled-in date for Calgary, Alb.
   near the first Tuesday in May 2010, hosted by Dr Elise Fear, with
   potentially a Lectureship for students on Monday evening. 

   Dr. Prato thanked all members present for their work on the CNC.
   Dr. Prato thanked Dr. Vallee for his hard work, corporate memory & reminders.

   Dr Vallee thanked all members on behalf of NRC-HIA for helping Radio 
   Science in Canada, and encouraged them to fill their NRC Travel Claim Form
   and to send them to him at NRC-HIA in Victoria.

   Dr Despins moved to close the meeting.  The CNC meeting ended near 15h50m.
   A tour of the Lawson Health Research Institute, organized by Dr Prato,
   was provided at 16h.
